Based on the eyewitness that claims that the killer is Batman, the police chases Batman, as he is accused of murdering the Gotham's leaders, so Batman does his best, in order to prove his innocence and finding out the true killer, in order to get his position in society back and have his freedom.

The violence is too realistic (though not terribly graphic) to qualify as cartoony escapism, yet the movie lacks the sophistication, vision or satirical edge to lay claim to any higher purpose. It's merely dark for dark's sake.
