Batman Beyond - Season 3
Season 3 opens with the Royal Flush Gang begining to fall apart after being reduced to doing Paxton Power's dirty work. Meanwhile, Batman has to clean up the mess. Batman then has to hunt for a mysterious criminal with a personal repulsion field and one of the occupants of a medical research lab may be that person.

I guess by the third season the show runners were ready to give Terry a chance to become a Batman of his own instead of simply standing in Bruce Wayne's shadow.
